Ana Liffey Publishes 2025 Annual Report
September 2026 — Ana Liffey’s 2025 Annual Report highlights a year of service expansion, new health and justice partnerships, stronger harm reduction responses and support for 4,609 people across Dublin and the Midwest.

MEETING PEOPLE WHERE THEY ARE
Throughout 2025, Ana Liffey continued to provide low-threshold, person-centred support to people experiencing substance use, homelessness and related social harms.
In total, 4,609 unique service users accessed support during the year. Housing and homelessness represented the largest primary area of need at 27.8%, followed by substance use and treatment at 23%, social support and welfare at 15.3%, and training and education at 10.1%.
The figures reflect the increasingly interconnected challenges facing the people Ana Liffey works alongside — and the importance of services that can respond to the person rather than a single issue.
EXPANDING HEALTH AND JUSTICE SUPPORT
2025 also saw Ana Liffey expand into new areas of service delivery.
Working with Coolmine Therapeutic Community, Ana Liffey began delivering a Housing First Health Multidisciplinary Team in Dublin, providing healthcare support to people moving from long-term homelessness into secure accommodation.
The organisation also developed a new in-reach programme with the Dublin Drug Courts, building on its work across addiction, advocacy and the criminal justice system.
Across Dublin, Ana Liffey’s LEAR team continued its community-based work. Its Good Neighbour outreach delivered 651 pro-social and support interventions during the year in areas experiencing high levels of antisocial behaviour.
RESPONDING TO A CHANGING DRUG MARKET
The Annual Report also highlights the rapidly changing risks associated with Ireland’s illicit drug market, including synthetic opioids, crack cocaine and illicit street tablets.
During 2025, Ana Liffey worked with the HSE National Social Inclusion Office and Emergency Drug Trends Lab to identify concerning drug samples and partnered with the Health Research Board on the development of a new frontline street-drug monitoring tool.
This work forms part of Ana Liffey’s wider commitment to evidence-informed harm reduction — helping services and communities respond more quickly as patterns of drug use and associated risks change.
STRENGTHENING THE ORGANISATION FOR THE FUTURE
The year also marked an important leadership transition for Ana Liffey, with Dawn Russell becoming CEO in May 2025 following the retirement of Tony Duffin.
During the year, the organisation restructured its senior management team, strengthened governance and financial policies, introduced its first annual staff development day and began implementing a new Theory of Change.
By year-end, Ana Liffey employed 83 whole-time-equivalent staff, supported by volunteers and students who contributed a further 8,749 unpaid hours during 2025.
The organisation recorded total income of approximately €6.82 million, supporting the continued delivery and development of charitable services across its regions.
LOOKING AHEAD
While the report demonstrates the scale and development of Ana Liffey’s work during 2025, it also points to significant challenges ahead — including increasing homelessness, changing street-drug markets, domestic violence and the continuing impact of stigma on people trying to access support.
Ana Liffey will continue to work alongside service users, communities, statutory agencies and partner organisations to reduce harm, remove barriers to support and advocate for people experiencing social harms.
